Beyond many bufixes and minor improvements, this release adds a major functionality: the management of "advices". This feature allows some transversal services (like HR or finances) to give their advice on items before they are presented to a meeting by a meeting manager.

In this first version of the "advices" feature, the administrator defines, for every meeting configuration, a list of mandatory and optional "advisors". At present, mandatory advisors are mandatory for every item presented to a meeting. When creating an item, the user may select among the list of optional advisors what additional advisors need to give their advice.

Every MeetingGroup has now an additional related Plone group "_advisors". People belonging to this group will be able to give their advice on items for which their group has been selected as mandatory or optional advisor. For such advisors, a new topic "Items to advice" is visible in the portlet "Items": clicking on it will show a list of items for which an advice is required.

On every item, a new tab "Advices" is available for consulting and adding new advices. At present, an advice has a title, a description and an "agreement level" (ie "OK", "OK with remarks", "KO"). Agreement levels may be customized in every meeting configuration (with a specific icon). In many places (meeting_view, meetingitem_view...), advices appear the same way as annexes do.
